Full partners means persons or entities who play an active role in the development, implementation, and maintenance of activities under the T.R. v. Birch and Strange (originally Dreyfus and Porter) Settlement Agreement. Full partners have the same access to data and equal rights in the decision-making processes (including but not limited to developing work plan goals, budget access, outreach/engagement, etc.) as other members of the Child, Youth and Family Behavioral Health Governance Structure.
