The parties expressly acknowledge and agree that the City is under no obligation to consent to or allow any program, project or event of ARFOP, FOTA, FOF or FOA to be implemented or conducted upon or on behalf of the City, OPABG and DRCF or any other public property, and that the expressed written consent of the City shall first be required.
