Formal administrative action means consent decrees, cease and desist orders, stipulations, suspensions, revocations, license denials, fines, forfeitures, settlement agreements, license restrictions or actions limiting the intermediary’s method of con- ducting an insurance business but does not include administrative actions based solely on failing to comply with continuing educa- tion requirements or solely on failing to pay a regulation fee for licensing.
