The Board shall recognize that the High Plains ACA, PCA and FLCA are responsible for, and dependent on, each other’s financial condition.
Unless the Board specifies otherwise, all officers appointed hereunder shall have the same positions and authorities with respect to Association, PCA and FLCA.

Any amendments to this Article VII or to the capitalization bylaws of PCA and FLCA, except those of a technical nature not affecting substantive rights, shall not become effective unless approved by a simple majority of the holders of Class B Common Stock and Class F Common Stock voting, in person or by proxy, at a meeting properly called as provided for in these bylaws.
