Final design phase definition

Final design phase means the time during which design is completed, permits and other permissions are secured so that the project, or staged elements of the project consistent with the project management plan, can proceed to implementation. Final design phase also includes development of a final cost estimate, plans, specifications and a bid package.
Final design phase. An amendment for the final design tasks will be submitted concurrent with the completion of the NEPA/CEQA approvals, as appropriate.
