The Contractor shall have the right to participate in the commercial development under terms pursuant to Clause 23.1. If the Contractor declines to participate in the commercial development of such Natural Gas as presented by the National Petroleum Agency and if the Field Development Program does not hinder or jeopardize current Petroleum Operations, the National Petroleum Agency may develop the Natural Gas in the manner presented to the Contractor.
The expenditure for Decommissioning will be estimated on the basis of technical studies undertaken by the Contractor to be agreed by the National Petroleum Agency as part of each Field Development Program and revised as necessary.
