Fee appraiser means a qualified evaluator who is not an employee of the party contracting for the comple- tion of the evaluation and who per- forms an evaluation on a fee basis. For purposes of this subpart, a fee ap- praiser may include a staff evaluator from another Farm Credit System in- stitution only if the employing institu- tion is not operating under joint man- agement with the contracting institu- tion.
