Existing attacher definition

Existing attacher means any entity with equipment on a utility pole.
Existing attacher means any person or entity with equipment lawfully on a utility pole.
Existing attacher means any person or entity with equipment lawfully on a utility pole or occupying a duct, conduit or right of way.
