Excessive fees means an amount that exceeds what is usual, reasonable and customary in the community for the delivery of adoption services in Illinois and shall take into account the full range and duration of services provided by the agency to birth parents and their children, and to adoptive parents, for expenses paid by the agency for medical costs and whether the agency providers a program of reduced-fee placements and services and places special needs children for adoption. Adoption service fees must be based on the costs associated with service delivery and clients may be charged only for services provided.
