Escalated Cost definition

Escalated Cost means the Project Cost less HCE’s estimated cost for the proposed project, if the project was constructed in a manner that would meet HCE’s legal obligation for construction and location of the project. The escalated cost associated with underground projects shall consider the estimated cost of an equivalent overhead facility that could be constructed along the same or similar right of way.
