ePPS definition
ePPS means Electronic Public Procurement System (e-procurement) and calls for competition issued by electronic means through www.etenders.gov.mt 1.14. "e-procurement platform" means Electronic Public Procurement System and calls for competition issued by electronic means through www.etenders.gov.mt 1.15. "evaluation committee" means boards or committees appointed by contracting authorities with the purpose of evaluating bids received and for making recommendations thereon 1.16. "exceptional cases" must be an extreme urgency brought about by any unforeseen event and this exceptional circumstance must not be attributed to the contracting authority and as may be defined by the Director of Contracts. 1.17. "Head of the Contracting Authority" means the Executive Secretary who shall act in terms of the Local Councils Act 1.18. "issue of public call" means the publication through e-procurement platform and issue an advert in the Government Gazette and in the European Journal (if applicable) 1.19. "Local Authorities" means the Regional Committees, the Local Councils and the Administrative Committees as established under the Local Councils Act (Cap 363) 1.20. "MFIN" means Ministry of Finance 1.21. ''non-compliant tender'' means a tender which does not conform to the terms and conditions specified in the notice or EU notice to tender or in the tender documents themselves 1.22. ''notice'' means a notice published in the Gazette 1.23. ''open procedures'' means those procedures whereby any interested economic operator may submit a bid following a call for competition 1.24. "PCRB" means the Public Contracts Review Board 1.25. "PPN" means Procurement Policy Notes issued by the Department of Contracts 1.26. "PPR" means the Public Procurement Regulations 2016 as per Legal Notice 352/2016
