ENHANCED SERVICES PLATFORM OR ESP. The term "ESP" means the facilities through which enhanced and adjunct services are provided to end users. The term excludes facilities that are leased from any ILEC, Internet service provider, interexchange carrier, wireless provider or any other Telecommunications Service provider or Information Service provider.
