End User Beneficiary definition
End User Beneficiary means a natural person who, either directly or indirectly, receives monetary or nonmonetary benefits from a project or program financed in whole or in part with CDBG Funds. The term does not include a person who is employed by, or performs volunteer services for, a Subgrantee.
