Encumbered position definition
Encumbered position means a position which has been vacated by a permanently appointed employee to accept a provisional or probationary promotion in another position in the classified Civil Service or by an authorized leave of absence. The position shall remain encumbered until the employee gains permanent status in the new position or until the employee returns from leave of absence, resigns or their employment is otherwise terminated.
