Enabling environment definition

Enabling environment means- institutions of citizen participation and accountability. Anwar Shah adds the notion of – “authorizing environment” which in his words, “represents the institutional mechanisms to translate constitutional mission to concrete objectives and actions. These include societal norms, formal and informal rules, procedures and organizations dealing with participation, consultation, policy making and accountability. Legislative coordination and oversight bodies are important elements of authorizing environment. These institutions ensure that public sector is solely focused on citizen aspirations.” (Shah, 2004, p6).
Enabling environment means the environment the quality of which ensures ecological safety, sustainable functioning of natural ecological systems, other natural-anthropogenic objects;
