Electronic Data Collection. Our goal is to capture transactional and reporting data in a digital form as close to the source as possible and automate their transmission, validation and entry into departmental databases. The Department is working with other states to define a general purpose Data Exchange Node to manage electronic data exchange between the Department and its transactional partners including the regulated community and the USEPA.
Electronic Data Collection. Chatham County wishes to utilize electronic data collection where practical. The County will select proposal items based on the service value and cost. The information may be collected by one device or multiple devices. Integrated software for data collection, data transfer and research of meter data must be used during installation. The software should run on any standard Windows Mobile Handheld or compatible device with support for .NET framework applications to support data collection, validation, editing and data analysis. It should also support the collection of GPS/GIS Data including x/y coordinates of the meter location within sub-meter accuracy. Data must be shared between the Chatham County’s computer system utilizing HTE billing software and electronic field collection equipment in ASCII electronic file format with data field definition information as provided by the County. Collected data shall also be ArcObject compatible. The only information allowed to be manually entered (keyed) into the field collection device(s) is the “old meter final reading”.
