Effluent flow definition

Effluent flow means the flow of domestic wastewater from a residential dwelling or nonresidential establishment. The rate of water usage by a residential dwelling or nonresidential establishment must be substituted for the effluent flow if effluent flow from the residential dwelling or nonresidential establishment is not measured.
