Early Learning Coalition or “coalition” means the entity charged with administering the VPK Education Program pursuant to ss. 1002.53, 1002.68(2), and 1002.73, F.S. “Early Learning Coalition” or “coalition” includes applicable Florida Department of Education (FDOE) contractors.
