County seniority shall be the determining factor in identifying which employee is to be recalled when there is more than one employee who is qualified and/or has previously performed in the position. In the event that an employee is being recalled, the employee’s qualifications and the ability to adequately perform the unique functions of the job assignment will be the primary consideration.
