Dynamic Element definition
Dynamic Element means any characteristic of a sign that appears to have movement or that appears to change, caused by any method other than physically removing and replacing the sign face or its components, except through the operation of moving, rotating, or otherwise animated parts. This definition does not include Video Signs or Tri-vision Signs as defined below.
