Dubuque means solely for purposes of this Consent Decree, the Dubuque Generating Station consisting of three Fossil-Fuel-fired boilers designated as Unit 1 (38 MW), Unit 5 (29 MW), and Unit 6 (15 MW), which is located in Dubuque County, Iowa.
