The Borrower, MOE and DSHE shall (a) comply with ADB’s Anticorruption Policy (1998, as amended to date) and acknowledge that ADB reserves the right to investigate directly, or through its agents, any alleged corrupt, fraudulent, collusive or coercive practice relating to the Project; and (b) cooperate with any such investigation and extend all necessary assistance for satisfactory completion of such investigation.
The Recipient shall carry out Part A of the Project through DSHE, Part B of the Project through DSHE, DPHE and LGED, Part C of the Project through DSHE, and Part D of the Project through DSHE with the assistance of BANBEIS.

The DSHE shall be the Implementing Agency responsible for planning, organizing, managing, supervising, coordinating and monitoring the Project.
The PIU shall be headed by a Project Director who shall be accountable to the Director General, DSHE.
