Dry year definition

Dry year means any year in which the board determines that there may be insufficient quantities of surface water to meet the needs of users who are dependent upon surface water sources.
Dry year means the time period of lowest precipitation and/or streamflow for which water supply and wastewater facilities are designed and operated;
