Displayed means in public view.
Displayed means so far as it relates to Parking Permits that the Parking Permit shall be displayed on the front dashboard or in a dedicated permit holder attached to the front windscreen of the vehicle in respect of which it was issued so that it can be read by a person looking at/ through the front windscreen of the vehicle.
