Disabled Parking. ’ means a special parking bay for vehicles, which includes wheelchairs and quadrucycles, in a public road or public area as demarcated and/or indicated by an appropriate road sign and/or surface marking that is reserved for vehicles carrying or transporting a disabled person or persons’’.
