Deplete definition

Deplete or “Depletion” means the use of water that renders it no longer available 21 because it has been evaporated, transpired by plants, incorporated into products or 22 crops, consumed by people or livestock, consumed by industrial processes, or 23 otherwise permanently removed from the Upper Colorado River drainage.
