Dedicated taxes means that portion of property taxes, if any, designated by a taxing agency to pay debt service on the taxing agency’s debt as determined under this part, and the portion, if any, of incremental revenues above the base tax amount and debt service amount, resulting from a special levy for schools adopted subsequent to plan approval;
