dead condition means that the entire machinery including the electrical power supply is out of opera- tion and auxiliary sources of energy such as starting air, battery-supplied starting current, etc. are not avail- able for restoring the installation’s/unit’s electrical system, restarting auxiliary operation and bringing the propulsion installation of units back into operation.
