ADOT is using the DBFOM project delivery methodology to expedite completion of the Project, to assure the quality and long-term performance of the Project, and to optimize lifecycle costs.
The contracting vehicle is anticipated to be a single P3 Agreement covering the complete DBFOM Project scope, under the P3 statute described in Section 3.1. For a more detailed description of the Project, please see Appendix A.
