• MOF shall make payments of DAK funds (DAK Transfers) from the Borrower’s budget to each Pilot Local Government in accordance with the DAK Regulations in each Fiscal Year of Project implementation.

• The Borrower has made progress on issuing new regulations for the implementation of Law 33/04 on the fiscal aspects of decentralization, revising and updating the provisions on on-lending of external funds to local governments, and vested increased spending authority in local governments, using the DAK.

• In carrying out Part 2.2 of the Project, the Borrower, through the PIU, shall develop the Web-Based Monitoring and Reporting System under terms of reference and with specifications acceptable to the Borrower and the Bank to increase transparency of and access to information regarding allocation and transfer of DAK by the Borrower and contribution to, disbursement of and outputs from DAK by the Local Governments, including providing public access to information.

• Reimbursing the Borrower for Outputs produced by Sub-projects undertaken by Pilot Local Governments financed by annual DAK Transfers and annual LG Contributions for road, water and sanitation, and irrigation.
