COPN definition

COPN means a Certificate of Public Need which is the regulatory approval required by the Commonwealth of Virginia, pursuant to 12 VAC §§ 5-220-10 et seq., before any clinical health facility can create, add to, relocate or expand clinical health services or facilities, and for any capital expenditure exceeding $15 million.
