Construction change order means a written order authorizing a change in the contract, plans, specifications, quantities, price, or time that are within the scope of a Public Improvement contract.

A Construction Change Directive is only to be used in lieu of a Change Order to preclude a major adjustment in the construction work flow or a major delay in the project completion schedule and those reasons must be fully documented in writing by the party issuing the Directive. Once the Contractor has agreed to adjustments in contract sum, or time and signed a Change Directive, the Change Directive shall be recorded as a Change Order.
