Connected actions means actions that “are closely related and therefore should be discussed in the same impact statement.” Id. § 1508.25(a)(1). Connected actions must be considered together in order to preclude an agency from “divid[ing] a project into several smaller actions, each of which might have an insignificant environmental impact when considered in isolation, but which taken as a whole have a substantial impact.” Northwest Resource Info.
