COMPLETION TIME or COMPLETION RECORD means the period of completion of the Work or any section or portion thereof from the Effective Date of the Contract or from any other date or period stated in the Contract, being complete and ready for Commercial Operation and all conditions for issue of the Provisional Acceptance Certificate (PAC) being fulfilled.
