Upon ratification of the 2024-2027 collective bargaining agreement, and no later than August 1, 2024 the Town will conduct a Salary and Compensation Survey for all positions in the bargaining unit through the ▇▇▇▇▇▇ ▇▇▇▇▇▇▇ Center for Public Management at the University of Massachusetts – Boston.
Compensation Survey Cities: The City and the Association have agreed that the following cities shall be used for any classification and/or compensation surveys for successor MOU negotiations: ▇▇▇▇▇▇ Grande, Atascadero, ▇▇▇▇▇▇▇▇▇, ▇▇▇▇▇▇ Beach, Morro Bay, Paso ▇▇▇▇▇▇, Pismo Beach, San ▇▇▇▇ Obispo, Santa ▇▇▇▇▇▇▇ and Santa ▇▇▇▇▇.
The Parties intend the Total Compensation Survey to provide information to support consideration of market-based equity adjustments for individual classifications for successor MOU negotiations.
The RPA will provide any comments regarding the accuracy of the Total Compensation Survey no later than October 28, 2022.
Any salary range that was five percent (5%) or more below the 80th percentile in the 2025 Total Compensation Survey, shall receive a market salary adjustment of ½ the excess beyond five percent (5%), plus the July 2025 GSI in Paragraph (1), above.

In the event that a classification range assignment used by State general government is adjusted to a range higher than that in effect at the University due to the State’s implementation of the 2022 Washington State Employee Compensation Survey, the State’s evaluation of recruitment or retention data, or through the State’s negotiations with represented employees of general government, the University will change the classification’s range assignment to match the State assignment.
During the term of this Agreement all salary ranges for represented positions shall be reviewed using public sector data and shall be based upon the California Public Agencies Compensation Survey (CalPACS), data as of August 31 of each calendar year and salary range adjustments for such benchmark classes effective August 31 of each calendar year not reported in the Survey.
