Comparative costs methodology means (A) an examination of all direct and indirect costs to the state, including health insurance, pension costs of state employees, unemployment compensation costs of state employees terminated as a result of a privatization contract, gain or loss of income tax and sales tax revenue to the state, and (B) an examination of the effect of a proposed privatization contract on the quality of service and the public health and safety and residents of the state who may utilize such privatized service.
