Community Choice Aggregation or “CCA” means the program established under Public Utilities Code Sections 331.1, 366.2, and 381.1, which authorizes cities, counties, and other qualifying governmental entities within the service areas of investor-owned utilities (IOUs) to combine, upon approval of its governing board, the electricity loads of residents, businesses, and municipal facilities in a community-wide electricity buyers' program.
