Communitisation definition

Communitisation means transferring a matter which, in the institutional framework of the Union, is dealt with using the intergovernmental method (second and third pillars) to the Community method (first pillar). The Treaty of Amsterdam for instance has transferred some of the fields formerly covered by the third pillar to the first pillar. Following the entry into force of the Treaty of Amsterdam (May 1999), questions relating to the free movement of persons, which used to come under cooperation on justice and home affairs (third pillar), have been "communitised". After a five- year transitional phase, therefore, they will be dealt with under the Community method.
