classified records means the files relating to the public records classified as top-secret, secret, confidential and restricted in accordance with the procedure laid down in the Manual of Departmental Security Instructions circulated by the Ministry of Home Affairs from time to time;
classified records means records that have been restricted in their circulation and access because they contain information that needs to be protected from unauthorised access. Classified records may bear security markings such as ‘confidential,’ ‘secret’ or ‘top secret.’ Sometimes also referred to as confidential or secret records;
