Chronic offender means any property where the property owner has failed to register the property in compliance with the Ordinance after notice or any property that fails to remediate more than one violation of the Building or Sanitary Code or a provision of the City of Lynn Zone Ordinance within the time prescribed by a duly issued Order of the Inspectional Services Department. For purposes of this definitions, only failures register or to remediate committed within the past twelve (12) months shall be considered.
