Certifying scientist means the person authorized by the scien- tific director to review the analytical results and issue the certifi- cate of analysis for cannabis samples who has the education, training, and competencies to perform such duties. No certifying duties may be performed by any technical personnel directly involved with the con- duct of the analytical findings or testing.
