It is the County’s intention that this CCPPA Agreement is to be interpreted and applied uniformly to all employees in the bargaining units under similar circumstances.
It is the policy of ▇▇▇▇▇ County and the ▇▇▇▇▇ County Park Police Association, CCPPA, to ▇▇▇▇▇▇ and provide a drug and alcohol free workplace for all employees.
If, within thirty days of ratification of this agreement by the ▇▇▇▇▇ county board of commissioners the CCPPA files a prohibited practice complaint with the EMRB specifically challenging the legality of section 5 of this article and if the EMRB, in a final order that is either not appealed or affirmed on appeal, prior the expiration of this agreement, finds section 5 of this article to be illegal and unenforceable, the parties shall within 30 days meet in accordance with article 35 of this agreement.
Employees holding permanent status may donate leave into the CCPPA association leave bank by completing a leave donation form and submitting it to their department payroll representative.
In the event that the CCPPA is dissolved or no longer serves as the bargaining agent for the department of administrative services, any remaining balance in the association leave bank shall be transferred to the employee catastrophic sick leave program.
However, the parties acknowledge and agree that CCPPA continues to dispute the county’s interpretation and enforcement of NRS 288.225.
POLICY ON DRUG AND ALCOHOL FREE WORKPLACE It is the policy of ▇▇▇▇▇ County and the ▇▇▇▇▇ County Park Police Association, CCPPA, to ▇▇▇▇▇▇ and provide a drug and alcohol free workplace for all employees.
By entering into this agreement the county reserves all legal defenses to any EMRB complaint filed by the CCPPA.

In the event that the CCPPA leave bank does not have sufficient funds to reimburse the County for all costs associated with the Association leave as referenced in this article, CCPPA shall pay the County the full cost of all paid time for Association activities and business, to include additional compensation and benefits for related coverage granted to employees pursuant to this article.
