The RO is also delegated authority to carry out surveys and issuance of BWMS Type Approval Certificate on behalf of the NMA to verify compliance with the International Convention for the Control and Management of Ships Ballast Water and Sediments, 2004 (BWMC) as specified in section 2.3 below.
Many of the implementation dates in the BWM Convention have already passed, so that once the BWM Convention enters into force, the period of installation of mandatory ballast water exchange requirements would be extremely short, with several thousand ships a year needing to install ballast water management systems ("BWMS").
