Buffalo MSA or “Buffalo-Niagara MSA” means the Buffalo-Niagara Metropolitan Statistical Area, a geographic unit defined by the United States Census Bureau as consisting of the following counties in New York State: Erie, Niagara, and Cattaraugus.
