If a BSPD officer exercises this power to arrest or detain a suspect, BSPD shall complete all reports and records required by applicable law, and when such action occurs outside the traditional jurisdiction of the BSPD, namely the jurisdictional boundary of the City of ▇▇▇▇▇▇ Springs, BSPD shall forward all copies of the relevant reports, records and the like to the KCKPD.
If exigent circumstances exist, this provision of this agreement shall be deemed a request by KCKPD for the BSPD officer to assist KCKPD by exercising any and all power and authority as may lawfully be exercised by a KCKPD officer, until such time as KCKPD is able to respond to the situation and determine which police department should continue to handle the situation; provided that, the BSPD officer shall notify the KCKPD as soon as is practicable under the circumstances.

The parties agree that the facts constituting the offenses to which the defendant is pleading guilty include the following: In April 2017, Kansas City FBI Child Exploitation Task Force Officer (TFO) ▇▇▇▇▇ ▇▇▇▇▇▇ and Blue Springs Police Department (BSPD) Detective ▇▇▇▇▇▇ ▇▇▇▇▇▇▇▇▇, were conducting separate investigations into allegations that the defendant had engaged in sexual exploitation of minor boys with whom ▇▇▇▇▇ was acquainted.
If a KCKPD officer exercises this power to arrest or detain a suspect, KCKPD shall complete all reports and records required by applicable law, and when such action occurs outside the traditional jurisdiction of the KCKPD, namely the jurisdictional boundary of the City of Kansas City, KCKPD shall forward all copies of the relevant reports, records and the like to the BSPD.
The parties hereby agree that if a KCKPD officer is within the city limits of the City of ▇▇▇▇▇▇ Springs, as described in paragraph 3 above, but not within his or her normal jurisdiction as defined by statute, and has probable cause to believe a criminal act is occurring within the city limits of the City of ▇▇▇▇▇▇ Springs, the officer shall immediately notify the BSPD, absent exigent circumstances, and shall assist the BSPD if so requested.

BSPD agrees that its officers shall transport and secure all persons arrested or detained by BSPD officers, within the territorial limits of the City of Kansas City, Kansas, pursuant to this agreement or otherwise, to the Wyandotte County Detention Center, JO-JIAC, Juvenile Detention Center, or other appropriate facility.
The parties hereto specifically agree and fully acknowledge that any and all BSPD officers who exercise authority or act as contemplated by this agreement will at all times be acting in the course and scope of their employment with the City of ▇▇▇▇▇▇ Springs and that any and all KCKPD officers who exercise authority or act as contemplated by this agreement will at all times be acting in the course and scope of their employment with the Unified Government.
