Artificial Deadlock definition

Artificial Deadlock means a deadlock caused by either the Council or CPUK (or its or their Representatives) deliberately and without good reason, failing to consent to an issue or proposal in any case where the approval of the same is required;
Artificial Deadlock has the meaning given in clause 12.2;
