All such Proposals shall be approved by the Association, as part of the Annual Work Plans and Budget.
The Recipient shall ensure that the aforementioned implementation support agencies shall maintain a focal point to interface with the Project Implementation Unit and provide inputs to the Annual Work Plans and Budget.

The Recipient shall ensure that the Project is implemented in accordance with the Annual Work Plans and Budget provided, however, that in the event of any conflict between the Annual Work Plans and Budget and the provisions of this Agreement, the provisions of this Agreement shall prevail.
