an arbitrator ar references to a person appointed by agreement between the Landlord and the Tenant or in the absence of agreement within 14 days of one of them giving notice to the other of his nomination nominated by the President on the application of either made not earlier than six months before the relevant review date or at any time thereafter to determine the rent under this Schedule.
