active elements any Telecommunication Facility and equipment which is Telecom Equipment, forming part of and installed on the Non- Backbone Network and which is not a Passive Element, including, for the avoidance of doubt and without limitation, any switches, routers and associated network management systems deployed both in the Core Network and in any Access Network, any Optical Line Termination (OLT) equipment or equivalent and any Optical Network Unit (ONU) or Metro Ethernet Termination Unit components, or equivalent.

  • Fugitive emissions means those emissions which could not reasonably pass through a stack, chimney, vent, or other functionally equivalent opening.
