Achieved Outcomes. The Uptown program achieved goals in all CNI areas. A total of $138MM was invested in housing and infrastructure alone. More than 500 distressed public housing units were replaced with 888 new and rehabilitated units of high-quality mixed-income rental and homeowner housing. Private rental and homeowner units also have been and will be constructed as a result of the neighborhood transformation and over half million dollars in property taxes are generated from the new housing. Vacant, underutilized and blighted properties were put to residential use through the offsite housing development program. A senior apartment building of 198 public housing units was modernized and upgraded. Community and supportive services were provided for residents; new parks and open spaces were created, and existing ones were improved. Community facilities were constructed for educational programs, and community organizing and assembly. Neighborhood organizations were formed for public housing and all residents to become involved in the neighborhood plan and its implementation. Reinvestments totaling more than $1.4 B have been made in banks, the relocation of non-profits serving youth and families, the expansion of a cultural center; the St. Jude expansion ($1B), improvements to hospitals and medical research facilities; and new retail outlets ($125MM). See Attachment 26 for Achieved Outcomes.
Achieved Outcomes. As of December 2014, the average household income has increased to $12,180 with the median at $9,840. The employment rate has increased to 53%. In the last quarter of 2014, 13 Section 3 residents had been hired onto the Iberville on-site construction project. Much of this success has been due to strong partnerships with place-based job training programs in construction and health, high quality child care providers supporting working adults through our partnership with Total Community Action, high quality adult education partners such as Youth Empowerment Project, and integrated service delivery between all of these partners with intense case management at the core.
